The Acer HDMI to USB 3.0 Capture Card is a UVC stick: HDMI in from the console, USB 3.0 into the PC, and OBS lists it as a camera at 1080p60. No driver, no software. It is the same class of device sold under twenty no-name brands, with Acer's name and support behind it.
It captures 1080p60 and nothing higher, has no HDMI passthrough and adds a frame or two of delay, so play on the TV and capture the copy. For 4K passthrough, that is Elgato or AVerMedia money. Owners rate it 4.4 across about 90 reviews.
